Olaf Scholz was born in Osnabrück in 1958 and grew up in Hamburg. As finance minister, Scholz helped design extensive pandemic support and backed the European recovery fund. As chancellor, he introduced the “Zeitenwende,” a major shift in defence and security policy after Russia’s invasion of Ukraine. The government created a special fund for the armed forces, supplied Ukraine and sought alternatives to Russian energy. NATO’s published remarks from Scholz’s March 2022 visit show how he presented that policy change to Germany’s allies.

His period as chancellor ended after the coalition collapsed and the SPD recorded its worst post-war federal-election result.
