Baxter began his football career at Chelsea’s youth academy, where he progressed through the ranks and eventually signed his first professional contract with the club in 2015. During his time at Chelsea, he had loan spells at several clubs to gain first-team experience, including Yeovil Town, Woking, Solihull Moors, and Ross County.
